Our office, which supplies a broad range of professional services in civil and commercial law, was established in 1990.
The office, is located in Netanya, employs 22 lawyers, assisted by some 160 clerical staff, in addition up to 4 trainee lawyers.
The senior lawyers of the office are:

Victor Fisher

One of the senior partners, who holds a master's degree in law from Tel Aviv University, and specializes in commercial law, whose expertise lies in laws relating to collateral securities and charges. He has been practicing since 1988 and has acquired broad experience and knowledge.

Mr. Fisher acts as arbitrator in business, disputes and is a lecturer in continuing legal studies for corporate and other financial officers on debt recovery and enforcement proceedings.

Ofer Chen

A senior partner, holds a law degree from the Tel Aviv University, and is a qualified mediator.
Formerly a member of the Bank Leumi Legal Department, he was first trained in the Tel Aviv law office of Joulus Rothman, which specializes in land taxation, and is an expert in banking and real estate law.

He has been practicing law since 1988 and has acquired broad experience and knowledge.

Mr. Chen is also active on the recovery and enforcement procedure committee of the Israel Bar.

The senior partners and other lawyers in the office are major lecturers and tutors at seminars in the various fields of their expertise, and impart their knowledge to others through both private and other organizations.

Debt recovery and execution department

The debt recovery and execution department in our office was established in 1990, hen the office first opened. This department – as explained at length below – handles all types of debt collection ranging from tens of thousands of small debt claims, including by way of tele-collecting and proactive collection in which the cost-benefit issue is of critical importance, to handling debts of millions of shekels, which, due to the crucial importance of the outcome to the debtor, brings to the fore the office's legal expertise and broad experience, enabling it to deal with every conceivable type of defense that debtors attempt to raise.

This unique ability to concurrently handle efficiently a large mass of small claims in contrast to complex legal actions, is that which gives our office the unique flexibility that is required to match the handling of a broad range of the office's customers including those in the field of hi-tec and other private corporations, as well as banks, communications companies and other financial corporations.

Goals of the Debt Recovery Department

As part of the office's policy to provide the fullest and most comprehensive service to the client, the debt recovery and enforcement department of the office was built up in order to attain precisely the goals that our clients desire, including those which a party needing collections services wishes to achieve, namely –

Due to meticulous planning, and the ability to quickly adapt ourselves to changes and rapidly changing requirements, and after many years of obtaining genuine results for our clients – which were only achieved with an immense investment of work, time and client attention – our office has earned recognition as a leader in the field of debt collection.

With the object of relieving our clients from the burden of handling and monitoring the debt and in order to minimize so far as possible their contact debtors, the debt collection and recovery department was planned, and structured in a way that enables all possible procedures required in order to collect any given debt to be concentrated in our office.

In that capacity our office, in addition to all the necessary proceedings and purely legal processes, also carries out all the necessary technical acts that derive from the various debt collection proceedings, starting with the preparation and dispatch of demand letters,through coordinating investigations, preparing and instituting proceedings, (including service on the debtors) and ending with the collection of the sums involved and supervising payment and settlements with debtors.

This treatment enables us to save our clients, and for you also, unnecessary bother, involving mainly the inevitable and unpleasant confrontation with debtors during the negotiation or actual collection processes.

It should additionally be remembered that concentrating the entire collection process in our office will enable you, like all our other clients, to save manpower and the necessary incidental equipment, not to speak of the time and other expensive resources necessary for maintaining a high and regular rate of collection.

Collection process

In order to accomplish execution procedures our office is aided by private investigators who are scrupulously screened, and contractors in the field who are specially qualified to seek out and seize vehicles, evict persons from real estate properties, impound assets from the homes and businesses ofdebtors etc.

Our office is also assisted by special process servicers who serve legal documents for our office in all parts of the company and in all sectors.

As stated the debt recovery department in our office has a staff of lawyers and ancillary legal and clerical staff who together handle more than 200,000 cases against debtors in all parts of the company, through all the various execution offices in Netanya and Hadera, where work is carried on speedily and efficiently in contrast to the other execution offices in the country.

All processes and operations are carried out and monitored by our office through some 90 computer terminals, which are connected to one of the most advanced network.

The advanced computer system operating in our office was developed and is supported by a software house which is also a partner in the development of the debt recovery software in the court execution offices throughout the country and the courts themselves, extending to unique developments and specific applications which were developed and specially adapted for the needs of our office and clients, all in order to provide the department with absolute control over all collection procedures with the minimum of costs.

This system enables direct and bi-lateral communications between the department and the computer systems of some of our clients, providing our clients with a direct and continuing follow-up of the specific status of their debts.
